How can foreign students study in Canada?
Studying abroad is a great opportunity for young people to experience new cultures, learn new languages and see the world.
Foreign students who want to study in Canada can apply to the Government of Canada for a study permit. Foreign students can come to Canada with their parents who have a valid study or work permit. Foreign students can also study in Canada without their parents, even if they are minors under the age of 17.
If a student under the age of 17 is coming to Canada to study without their parents, their parents or legal guardians must prove that their child will have a custodian in Canada who will provide their child with care and support while the child is in Canada.
What is a custodian?
A custodian is a Canadian citizen or permanent resident who is a responsible adult that will take care and support the minor child while the child is studying in Canada.
How does a parent or guardian appoint a custodian?
To appoint a custodian for a minor student, the IMM 5646E Custodianship Declaration for Minors Studying in Canada must be completed and submitted to Immigration, Refugees and Citizenship Canada.
You can download the IMM 5646E form from the IRCC website. You will need to have Adobe Acrobat installed on your computer to open this form.
The form needs to be signed by both the parents / guardian and the custodian:
the first page needs to be signed by the custodian and notarized by a notary public
the second page needs to be signed by the parents or legal guardians of the minor child and notarized by a notary public
